Public Notice for the Opening & Closing of the Waiting List
The Hialeah Housing Authority will be accepting applications for the Section 8 Housing Choice Voucher Program.
Online online pre-applications will be accepted.
Preliminary applications must be completed online beginning Monday, April 22, 2024, at 8:30 a.m. and will close at 11:59 p.m. on Monday, April 29, 2024.
Notice is hereby given that the Hialeah Housing Authority ("HHA") is accepting pre-applications for tenant-based vouchers through its Housing Choice Voucher ("HCV" or "Section 8") Program.
Annual Income Limits for Program Participation
HHA does not discriminate based on race, sex, color, religion, national origin, familial status, disability, sexual orientation, transgender identity or expression, age, or marital status.

To be placed on the waiting list, all applicants must meet all U.S. Department of Housing and Urban Development ("HUD") income and eligibility requirements.
Applications will be available on the HHA website at hialeahhousing.housingmanager.com on April 22, 2024, at 8:30 a.m.
On Monday, April 22, and Tuesday, April 23, 2024, the HHA, with the collaboration of the City of Hialeah, will assist families who do not have access to a computer in completing a preliminary application at John F Kennedy Library located at 190 W 49 Street, Hialeah, FL commencing at 8:30 a.m. until 3:30 p.m. for these (2) two days only. The following information is needed to successfully submit the pre-application: Full legal name, social security number, birth date, and income information for everyone in the household.
Submission of a pre-application does not guarantee placement on the waiting list. Due to the high level of interest in the voucher program, HHA will use a random lottery system to select 1,000 names from all pre-applications submitted, and those selected pre-applications will be placed on the waiting list. The time and date of receipt of the pre-application during the waiting list opening have no bearing on whether an application will be selected. There is no need or advantage to apply immediately after the waiting list opens. Those who do may experience slower response times from the online systems. Families will be listed on the waiting list in the order determined by their selection in the random lottery.
Preferences
Selected families that meet the following preference criteria will be given preference points: 1) Elderly or Disabled; 2) Displacement due to a Federally Recognized Natural Disaster; 3) Moving Up; 4) Homelessness; 5) Non-Elderly Disabled; and 6) Person with Disabilities.
ONLY ONE APPLICATION PER HOUSEHOLD WILL BE PERMITTED. Families who submit more than one application will be disqualified; all multiple applications will be rejected. Applicants who make false statements to qualify for a preference will be removed from the waiting list. Please do not call the HHA for updates; you can check the status of your application by visiting the website listed above to see if your application meets the program's criteria. Only families selected will receive notification from the HHA.

What are the eligibility criteria for the Housing Choice Voucher ("HCV" or "Section 8") Program?
Answer: Eligibility for a housing voucher is based on the total annual gross income and family size and is limited to US citizens and specified categories of non-citizens with eligible immigration status. Generally, the family's income may not exceed 50% of the median income for the county or metropolitan area where the family chooses to live.
When can I apply?
Answer: A pre-application will be available when the waitlist opens.
Can anyone apply to be on the waitlist?
Answer: Yes. Everyone has an equal opportunity to apply for housing. At least one family member listed on the application must be a U.S. citizen or legal immigrant to be eligible, and the head of household must be 18 and over to apply.
How can I apply for the Section 8 Program?
Answer: Pre-applications must be submitted online at hialeahHousing.housingmanager.com. How will I know when the waitlist is open?
Answer: Waitlist opening notices will be posted at https://www.hialeahhousing.org. We encourage you to monitor our website for updates.
How do I know if I successfully applied?
Answer: Your screen will show a confirmation number at the end of a successful submission process. (Example: A1234567)
How many applicants will be chosen for the Lottery?
Answer: 1,000 applications from all successfully submitted pre-applications will be randomly chosen.
How do I know if I was selected in the lottery?
Answer: All applicants/households selected in the lottery will be notified by mail. Being selected in the lottery does not mean you will be approved for assistance.
What could make me ineligible for the Section 8 Program?
Here are some of the reasons that would make you ineligible to be part of the program:
Criminal History:
The HHA screens all applicants' criminal history. Your application may be denied if it shows that you may not be a suitable tenant per the HHA's policies. Applicants are automatically rejected for certain crimes, including:
- Manufacturing and production of Methamphetamine in public Housing or elsewhere
- Sex offenses requiring sex offender registration
While a criminal record will not automatically exclude an applicant from consideration, it is an important criterion. In determining eligibility, HHA will consider an applicant's arrest record and mitigating circumstances such as successful rehabilitation.
Immigration Status:
You do not need to be a United States citizen to apply for housing, but a family needs to have at least one member of the family composition who is either a citizen or has an eligible immigration status to receive housing assistance as per the U.S. Department of Housing and Urban Development ("HUD") regulations.
Debt owed to a Public Housing Authority:
Any debt owed to the HHA or any public housing authority will prevent applicant households from successfully applying until the debt is repaid in full.
Previous termination from the program:
The HHA will deny applications if any household member has been terminated from any Section 8 program within the past five (5) years.
Failure to provide information:
The family fails to provide information HHA or HUD determines is necessary.
False Information:
The family does not provide complete and accurate information.
Is there any application fee(s)?
Answer: No. There is never a fee to apply. Please do not provide any money or personal information to any organization that may contact you.
