Eligibility - Affordable Housing

Age: Lease holder(s) must be 18 years of age or older, and are required to complete an application, even if living with parent or guardian.

Verification of Identity: Each person applying for an apartment must show proof of valid government or state issued identification card.

Social Security Number: Must provide a Social Security number ("SSN") for all family members that have an SSN or provide written certification that they do not have SSNs.

Occupancy Guidelines: Number of Bedrooms - Persons in Household (Minimum / Maximum)
1-Bedroom - 1/2 People
2-Bedroom - 2/4 People

Special Consideration: HHA will give special consideration to current tenants that have been approved for reasonable accommodation, transfer, are on the Public Housing waiting list, are HHA Section 8 voucher holders and/or have housing emergency. This must be confirmed by the Hialeah Housing Authority and approved by the Executive Director.

Income: All income sources will be verified as determined by local and federal agencies at time of eligibility, and on the annual basis. Must provide income history of no less than six (6) weeks & current income verification.

Self-Employment Income: Must provide the previous year's income tax return including Schedule C, and the previous six (6) months of bank statements, personal and business accounts. Applicants whose income are based on commissions or base salary plus commission, tips or bonuses, will require additional verifications.

Income Eligibility: Applicant's income must not exceed the maximum income limits set by the Department of Housing and Urban development ("HUD") which will vary on an annual basis. A family's income may not exceed this limit.

Section 8: HHA welcomes all applicants receiving subsidy through the HHA Housing Choice Voucher or Section 8 Program. Only persons participating in these programs must meet all the requirements presented on this Tenant Selection Criteria in addition to any other obligations imposed by the U.S. Department of Housing and Urban development ("HUD"),

Rental History: Six (6) months to one (1) year is the minimum requirement for verifiable rental history. Also, evictions within the last five (5) years will be grounds for denial.

Credit Background: Credit report will be obtained from a national credit bureau. Although we like to see good credit, we do not require a perfect credit history. We take the entire credit report and history into account and compare it to current accounts/status.

Criminal Background: A criminal background search will be conducted for each applicant over the age of 18 years. It is our policy not to lease to applicants with felony convictions, felony deferred adjudications, and certain misdemeanors concerning violence and drug related charges. If the criminal background search and the information provided by you reveal past criminal convictions, which are a violation of our policy, your application may be denied. You will not be afforded an informal review or be entitled to any grievance pertaining to this issue. This requirement is not a guarantee or representation that residents or occupants currently residing in our community have not been convicted of a felony or subject to deferred adjudication for a felony, certain misdemeanor or sex offenses requiring registration under applicable law. Our ability to verify this information is limited to information made available to us by the resident credit-reporting services used.

Service Animals: Support and/or service animals are not considered pets and are allowed to reasonably accommodate a handicapped lease holder or occupant. Further verification from a licensed physician will be obtained to demonstrate the need for a service animal. Specific animal, breed, number, weight restrictions, pet rules, and pet deposits will not apply to households having a qualified service/assistance animal(s).

Other Eligibility Criteria: Applicants will be required to demonstrate the ability to comply with essential provisions of the lease as summarized below. All applicants must demonstrate through an assessment of current and past behavior the ability:

  • To pay rent and other charges as required by the lease in a timely manner.
  • To care for and avoid damaging the unit and common areas.
  • To use facilities, appliances, and equipment in a reasonable way.
  • To create no health or safety hazards, and to report maintenance needs in a timely manner.
  • Not to interfere with the rights and peaceful enjoyment of others and to avoid damaging the property of others.
  • Not to engage in criminal activity or alcohol abuse that threatens the health, safety or right to peaceful enjoyment of other residents or staff and not to engage in drug-related criminal activity on or off HHA premises.
  • Not to have ever been convicted of manufacturing or producing any type of illegal drug.
  • Family member must not be subject to lifetime sex offender registration requirement.
  • Not owe debts to the HHA, other landlords or public utilities.
  • To comply with necessary and reasonable rules and program requirements of the HHA.
